This thread isn't really a hypothetical, it's already been happening. As the US became more energy independent, governments that relied on higher oil prices have started to see its effects and their countries have started to become destabilized. We have also seen what extremes the more capable countries have attempted to do, see Russia and its attempt to meddle in the election in order to get a more oil friendly puppet President. Putins economy is shit and he needs higher oil prices to help infuse his economy.

Look for more unrest across the world and we have the worst possible person in the white house to handle it.

Those countries will have to adapt. Just like coal miners in the US will have to adapt. Saudi Arabia is already trying to shift its economy away from dependency on oil exports. Others will do so as well.

Only because of the US fracking industry kicking off a collapse in the price of oil.
