Haven't used it, but I've heard good things about Paint.NET

requires xp/2003/vista

I think Paint.NET is TONS easier to use than Gimp and very nearly as powerful.

paint.net is a much better program than GIMP. GIMp represents a lot that is "wrong" with GTK software ported to Windows - the interface goes against most conventions that Windows users have gotten accustomed to. paint.net is a .NET 2 app, so of course you're limited to Windows, but in Windows it feels much better than GIMP initially - even if GIMP is more powerful
