What voltage should a typical laptop battery charge at?

Looking at a 11.1V lithium ion 6-cell.

Right now, I get 1V, on the dot, steady voltage on the (+) and (-) leads that slot into the battery when the battery is secured in the laptop.

My issue is that I replaced the broken power jack on this laptop. I'm getting steady 19.5V at the other end of the plug that connects to the motherboard (the jack wasn't soldered directly to the motherboard) when the lead is unplugged. But, when I plug it in and measure again, it bounces from 15V-18.5V. No lights come on, power button does nothing, and no fans. Seems like the only thing that is trying to work is the battery charging.

Thoughts? I'm assuming bad mobo. 😕

Nothing different. The battery is too dead to test it on its own. Though I am unwilling to let it charge for an extended period of time.
