I have a weird question, I would like to know what is the most powerful video card I could pair with the Celeron J3455 before the J3455 becomes a bottleneck?

Well, it's a 4 core Apollo Lake chip, so it's not as bad as it might seem. It already has HD500 built in if you just need low-end graphics.

Considering that those Atom SoCs have a limited number of PCI-E lanes, I would use that as your yardstick. The GT1030 has a PCI-E 3.0 x4 interface, I believe. (Or is it x8?) I think that's probably a good limit. I might also consider a GT 710, or a GT 730 1GB GDDR5 card, if you want a little gaming on the side.GT1030 is probably the upper limit.
