Mkkay.. .so what year in college are you?
If you're anything less than a junior, I highly doubt anybody will pay you $30/hr to do any computer work... (hell..even $20)
Why?
Because there are thousands of other people who could/would do the same job for less.
With little/no programming experience, you are going to be outlcassed VERY quick. I've been doing C/C++ programming since I was 12... and I wouldn't even dream of getting a programming job - because that's what Comp Sci majors are for (not to mention that I would hate it), and any undergrad comp sci major will have more experience than me, and do it for around $10/hr, to boot!
You need some sort of qualifications to say that you deserve $30/hr. And if you have little/no programming experience, or no tech-support and/or user-end experience, you have very little to "sell". (I'm just assuming this... you may have more credit than I'm giving you, but you mentioned you are "willing to learn" programming, which leads me to beleive you don't have it down solid)
If you're a student, you should also remember that SCHOOL is your first priority. Take out loans, do whatever it takes to get good grades. You'll be happier with this, in the end.
