Small companies can't generally afford a full-time competent IT person. If there's someone already on the staff who can manage to get a network running, they are happy.
I've always thought there was a real opportunity for someone to provide per-call IT service to small businesses, but I'm not sure it could be done affordably. If you had to charge for every stupid-user call, the bills would be too high. If the small business had competent PC users and only had to pay for actual real-value services (like securing a WiFi network) it would be a real benefit to the small businesses.
