It's true, I didn't mean it as sarcasm! It is what I would say to her face "Hey, congrats on having another kid!" in a cheery voice, but on paper I could see it coming across the wrong way, which is why I posted.

I never said he did. Only that it wasn't worded very well and there is no reason to potentially offend her, but I think we're agreeing on that.
