mp3 player for walking around campus with
mini fridge if they don't already have one
several bottles of alcohol

Education related or fun related?

TI-89 is both once you load it with games =). There's some pretty fun games out there, but the graphics are limited by the 160x100 greyscale screen (even getting greyscale is some sorta hack the game makers did).

Not if the school has a one-card solution thing like our Buzzcards at Georgia Institute of Technology. I've got a bunch of quarters that I never used, heh.
 
Assuming he is going to be living in the dorms, he'll be sharing a room- so a decent pair of headphones wouldn't be a bad idea.

personally, i'd get him a gc for REI that he can use to get a nice internal frame backpack. i got one later on in college and it felt so much better on my back.
 
I got a bunch of small jump drives really cheap last summer and gave one to my brother who was about to start a second college program. A (school) year later, he says it's the single most useful thing he's had at school.

This was just a 16mb one, but it held all his school files (drafting and the like) pretty easily. With a larger one you wouldn't need to worry about deleting things to make room, but either way they are much more friendly than floppy disks.

I'm a UT-Austin alumnus! You can get lots of UT-related merchandise through the University Co-op. I believe the best-selling merchandise is the silver-plated longhorn thing that you stick on your car.

Texas is really big on sports, so if he likes anything sports-related, that might be good.
