Set up a false ID on a few chat rooms and forums and start stalking little boys or girls. Do it in such an obvious way to attract as much attention as possible. Then when the time comes give the little girl (FBI thats hopefully watching) his number. Problem solved and entertaining

Do you know the person? If not, it could be dialing by accident; you never know when some firmware in a digital phone can go wrong and redial or something because of bad design.

Or, worst case scenario, crazy serial killer?
