Otherwise, I would suck it up for now and take the $25k job. Is it something you could learn to enjoy? You wouldn't be doing it forever, but for now, it's a paycheck and experience on your resume... good luck.

Most temp agencies do not make you sign a contract. Why don't you call them or go in and see them about the job.

Sometimes positions open up that can only be filled by current gov't employees, In this instance yes it is near impossible for you to get in, unless you are on a waiting list of some type or are a current employee that can lateral over to that position or interview for the promotion.
Most if not all gov't jobs give precedence to vets or state employees. But if the job was advertised and the management went through with thier interview/testing process then they should be free to make thier decision based on the interview testing process.
It isn't like a vet can walk in thier and takea job, he/she needs to go through the process just as well. It's just burocratic (sp)
