Why does Rise of Nations run at 30-40 FPS when nothing is going on then go down to like 10-20 when a battle happens.

BTW: It's on highest everything, no AA/AF.
my computer should run this perfectly.
 
Drivers updated for video? Also download any available patches for the game. May be an issue with that one type of video card that won't work correctly without an updated driver.
 
A Celeron for gaming? i dunno man, it seems like what is happening is exactly what would happen when the you just dont have enough horsepower under the hood. Some more RAM would prolly help. Have you tried latest mobo drivers and video drivers?
 
I have ALL the drivers, I don't look at pr0n and even if I did i have all the latest protection, and I just reformatted. Celerons aren't good but RON isn't exactly a POWERHOUSE game.

Get a faster CPU. I have a significantly slower video card compared to yours and run it at a constant frame rate of double that or more.

A Celeron 2.2 is *really* slow in this day and age - and an odd match for a GF6600GT...
