then wouldn't there be other spots with ground clutter elsewhere on the map? I don't see anything in the bordering states or elsewhere in indiana... also, towards the last few frames, the clouds seem to be moving around it as opposed to moving over it...

When you see that image, you see radar images from dozens of radars compiled into one image. The rader in IN is causing the problems, not the others.

If this is really what's going on, why haven't they fixed it yet? Canadian says it's been like that over Indy since Feb. 2nd, you'd think someone monitoring the radar would be like "hey dammit, turn the gain down"

so, the general consensus is it is simply unfiltered noise from the gain being too high... well why haven't they lowered the gain or started filtering it?

My father likes to say, and I agree with him, "It's ridiculous to believe that our government could participate in and maintain any concerted conspiracy. Government is a beauracracy, the right hand never knows what the left hand is doing. It's more incredible that they can continue to manage to keep our country porsperous."

I would guess that the problem hasn't been fixed, because either they can't find someone who knows how to fix it or it's to cold to go up the tower to fix it.

 
weather radar for the local news in huntsville showed the the exact same thing for the entire 13 year period i spent there: circular band in the middle of the image

if you looked closely at the map, you would notice that the unidentified radar object (uro) corelated (sp?) with the location of the huntsville international airport if you looked closely at the map again, you would notice that the top of the screen read "huntsville international airport radar"

the uro is caused by ground clutter. it moves and changes b/c stuff on the ground moves and changes. doors open, cars drive, sprinklers turn on, houses blow up, guys in black suits forget to turn on their cloaking devices...

iirc, the size of the uro is related to the height of the radar, the dispersion angle of the beam, the topography of the land, the curve of the earth, and the height of buildings and ground clutter in the area

They probably noticed the uro, but maybe they're wating to get a computer replaced, maybe they just don't want have the budget/extra computer to replace the filtering system, maybe they don't care, maybe they want people to pay attention to the circle while they move their invisible space dolphin breeding farm to another city...
 
What exactly are we looking at? Clouds? Temperature?

It looks like that's the center of the radar that's picking up whatever we're looking at. Unless this is a satellite image... interesting to note that if those are clouds, they're going around the center spot. Maybe it's a high energy magnetron, it could be used for some type of radar.
 
Like everyone else said, it is ground clutter, present on ALL radar images I've ever seen. In order to see trace precipitation in a large region they need to be highly sensitive. Turn up the sensitivity (gain) and you get more and more ground clutter. You can never tell exactly what is reflecting the radar back - it could be a bird, a building, sprinklers, a moving semi, etc. They have a choice, limited radar range with limited clutter - or large radar range with lots of clutter. If there was a sudden change, then most likely they desided to change the radar range.

Also, cities are hotter than their surroundings. Cars burn fuel, houses have heaters running, bakeries have large ovens, the blacktop pavement absorbs more sunlight than dirt does, etc. All energy from electricity used, coal burned, gas burned, etc ends up as heat. Most of this heat enters the atmosphere. Thus the temperature in big cities is always 2°F to 3°F hotter than the surrounding areas. This temperature difference can affect the way clouds behave. Look at lots of radar pictures and you will often see clouds form right downwind of all big cities. This answers your other concern about clouds behaving differently over the city.
