What the heck is this?

I'm a total noob --this is my first build. I just got my case, a Lian-li PC-V2000B. The case has a component I don't recognize. You can see it in this picture

It's the vertical bracket and/or brace thing that sits in front of the mobo tray. It's in the upper section in this pic, sort of towards the right. (In this pic, it's directly above the white box of parts that's sitting in the lowser section.) It's hard to see in the picture (which is why I didn't question it before I bought it), but this vertical bracket has several black plastic "fingers", which swing left and right, and have a long thumb-screw presumably to lock them down once they are in position. The lower part of the bracket has longer fingers, and the upper part has shorter fingers.

The instruction sheet that came w/the case makes no reference to this item at all (I assume because an experienced system builder would know what it is). Can anyone tell me what this is, and what I can use it for?

The metal part is a support for case sturdiness. The plastic "fingers" are to screw down on your PCI cards to help ensure they stay in place if you ever move the case around.
