I think that works because > 85% of them are on mopeds/scooters. When 99.6% of U.S. drivers are in nice steel cages, there is a lot less concern about general safety. Everyone feels "safe", especially in their gargantuan SUVs.

This is NOT even at rush hour. Wait until you are in main streets in Saigon's central district, especially at Tet and holiday time, that will be even more crazy.

The traffic is so bad that the government is considering ban big truck/van during daytime traffic.
