it's not just that. beef is one of the most inefficient foods ever.

This is really a free trade issue and not a safety issue. If there were several cows found and outstanding questions about others we might want to do some kind of testing. Right now the case of mad cow was traced to its origin.

Yet the US banned meat from a lot of European countries when a disease was discovered there, and kept the ban up for months after the last case was eliminated. The world market is a battlefield, and Bush has done a good job pissing people off in all ways possible. See also: Import taxes on steel, and the whining when it was done the other way around as well.
