what substance is in my mousepad's wrist rest?

The fabric covering my mousepad's wrist rest is worn , so i pulled it off partially. the stuff inside is squishy and moist, keeps its shape when stretched (there's a word for that?).. Feels like it could be used for breast implants.

Not sure what brand that is, but the Fellowes brand mouse pads/keyboard wrist pads have that blue sticky stuff - you know, the stuff you'd get inside cereals that you can throw on walls and watch it stick. (Someone cut one up one night at work and threw it all over the ceiling - the next couple days as it got hot, it started falling and nailing people in the head)
