Technically DC is not a state, but it does have jurisdiction to tax and that's all that matters. Well, ok, it's not all that matters, but it was the first thing I thought of. 😛

Cities can tax too. Vehicle tax, property tax, sales tax, gasoline tax, cigarette tax, tax tax, etc...
