What softwares they use to monitor performance & optimise performance the network, a software that has a bundled features to monitor performance & optimise performance in 1 software.
 
Optimization and monitoring are different functions, and unless you're using something from a vendor probably use different software.
 
Ping, traceroute, route -get, snmp, snoop, tcpdump, ethereal to collect data, mrtg to graph/monitor it and blood sweat and tears for working on the actual parameters tht need to be tweaked. Care to give an example of what you are trying to do.
