What should I use to clean old A.S. off my XP CPU?

Rubbing alcohol works fine.... my friend claims WD-40 will work in a pinch if you don't have alcohol but I've never tried it

Is your standard rubbing alcohol about 70%? I've found that anything that low is a bit weak and it really helps having 95+% conecentration. WD40 is not recommended as it leaves a residue that isn't removable on your heatsink. But WD40 does disolve a thermal pad like nothing...

And yes, you can use rubbing alcohol for both AS and regular old thermal paste.
