Yes you are, he was doing his job he has to ticket her regardless if she is handicaped.

my personal thinking is if she WAS TRULY handicapped and forgot her permit, she should have saved the ticket and argued it. ripping it up was not the smart thing to do here in this situation.

Yes she shouldn't have ripped it, she was wrong for that, but to just assume she isn't handicaped is just as wrong.

this woman you speak of. I have reason to believe its my own mother. She came home last night pissed off and said something about a parking ticket which she ripped up. She just found out that her husband had been cheating on her for months and my failing grades for the semester weren't a help either. She is not fat.

even if they can't go through local police, they can always go through a collection agency and make her life hell.

Nothing. She is screwing herself up by not paying on time -- the fees will just increase. Whomever wrote the ticket also wrote the vehicle information down next to the ticket stub so she isn't going to get away with this.

I'm 99% sure that the lady wasn't handicapped. The way she crumpled and ripped up the ticket to me illustrates her outright disregard for the reasons why handicapped parking spots are drawn up in the first place. If she was handicapped, she could've easily brought the ticket and cleared it, I think. No reason to rip it up as if it was a mere nuisance. I hope she gets her licence suspended, but I doubt that will ever happen.

...when her registration shows up it will have the ticket plus late fines as well..ain't over till it's over. ;)

Actually if she was handicaped she can't clear it, because she would have no proof that she was in the car. You can't be 99% sure she wasn't handicaped, she could have torn it in anger of forgeting her placard. You can't even be 1% sure she wasn't handicaped. You can never know.

Yes it does, if she was angry and didn't want to pay. You are assuming she wouldn't have to pay if she was handicapped thus she wouldn't have riped the ticket up. That thinking is wrong because no mater how crippled she is, the law is the law and she did not have a placard thus she would still have to pay.
