my personal thinking is if she WAS TRULY handicapped and forgot her permit, she should have saved the ticket and argued it. ripping it up was not the smart thing to do here in this situation.

If she was handicapped, she could've easily brought the ticket and cleared it, I think. No reason to rip it up as if it was a mere nuisance.
