They do. Atleast around here the malls are given city parking tickets to issue for these type of circumstances. My husband had his car towed from one spot in the mall once to another and was issued a city parking tiket. Hell, I even got a ticket in my own apt complex for parking in the visitor parking lot and not underground ( i was just running up to grab something) and it was through the city of Toronto.

You drove in circles for a half hour instead of parking farther away? Good lord!

I never would have seen all this happen, because I'd have parked somewhere instantly, even though I'd have had to walk farther. IF I had seen it, I'd have bitched her out (if I was certain she wasn't handicapped in some way), and gotten her plate if I was pissed off enough. I'd have picked up the torn ticket as well. WTF, a couple seconds of my day spent to make her life more miserable would be WELL worth it!

I actually was driving around the whole parking lot, it was all full. I'm not sure how the parking ticket works out here in California but i do hope she gets what she deserves.

Just because someone doesn't like disabled doesn't mean they aren't. Maybe she was disabled and forgot her placard, you never know. Don't just assume things you don't know.

yes it is still illegal, but people here are assuming she isn't handicaped, which you don't know if she is or not. Only she and her doctors would know. It is impossible to tell if someone is handicaped by just looking at them.

if she's a young woman who managed to walk up to the car with no trouble, isn't carrying oxygen, and isn't a giant tub of lard, you can get a pretty good idea...

Don't worry, she'll have to pay, even more than the normal fine since "she didn't turn it in on time".

Ripping up parking tickets = stupid.

What is she has severe arthritis, multiple sclerosis, or Huntington disease, or what is she is missing her feet. You just don't know by looking at her. You can't assume things. I agree tearing it up was wrong, but to conclude she wasn't disabled is a far reach.

The mall security officer didn't have much reservation about concluding she wasn't handicapped.

Well he has to give her a ticket no mater what since she didn't have a placard. She does deserve the ticket, but she could still be handicaped.
