What should I do if the item I received is not as described?

I purchased a laptop from a member on anandtech. I received the laptop a few days after I sent him payment via paypal. He shipped it out to me. Previously he described the laptop as being in fine working condition. When I received the laptop the volume wheel button on the Toshiba laptop was pushed in and the volume on the computer wont work at all. I have tried to get in touch with this user for the past 3 days but he has disregarded my private messages.

What can I or what should I do about this?

Please help.
