Umm... definitely don't just randomly let someone else's cat outside, especially if it's declawed.

I have brought up getting it fixed multiple times. The last time we talked about, a bunch of us were sitting around drinking and I brought up the fact that he needs to get the cat fixed cause it keeps me up and pisses me off when it goes into heat. He said "Well, it does not bother me so you should go an get it fixed if it bothers you". I even said that I would go with him he wanted to, but he is pretty much set on not getting it fixed cause he it too lazy.

I think I have just been trying to avoid a confrontation because me and him have been friends for a while, but I think I will go ahead and lay down the law tonight.

How often does the average cat litter need to be changed?

Talk to your roomate friend again and be assertive. Explain to him everything you've explained here. If that doesn't work, then maybe let the cat out of the house accidently.

AHAHAHA... assertive...

Tell him to clean his shyte up, or you'll inform the local SPCA that the cat is being neglected.

Unless you control the lease/rental, then you're kinda SOL. Animal abuse charges are teh suck..

If you have one litterbox, it ought to be scooped daily (if he uses scoopable). Especially if it's one of those normal size ones that the cat barely fits into. If he doesn't use scoopable, he SHOULD. Because that may be half the problem. However, he shouldn't use the clay scoopable litter, as that can be toxic.

I do mine every 2 days, but I've got 3 cats sharing a litter box (pretty decent sized one, though) so it does tend to fill up quickly. One cat would probably be good for a couple more days, but I wouldn't tell your friend that, lest he try to justify being lazy....

Please do confront him about this. Friend or no friend, you need to kick his ass into doing something about this before it gets worse.

Tell him that he has to keep the litterbox in his bedroom. If the cat craps somewhere, he cleans it up, or it gets deposited on his pillow. Nights when the cat is in heat, it stays in his bedroom with the door closed. If he doesn't agree to all of this, kick his ass. Twice.

Make a deal with your roommate. Every time you get fed up with the cat litter and have to clean it up yourself, you get 10 or 15 bucks knocked off your share of the rent. Don't make the cat suffer because your roommate is irresponsible.

As far as getting the cat fixed, there are places that do it for free or next to nothing. Contact your local humane society, then tell your roommate at the end of this month that he needs to either go get the cat fixed or you're not paying your share of the rent.

I like these ideas. Your roommate is a complete jerk, but don't punish the cat.
