Question What RAM setting is better for Ryzen IF/IA? 3600 16-16-16-36 or 3733 17-19-19-39?

I am not sure which RAM settings would have better performance using a Ryzen chip with infinity fabric (or infinity architecture).

Is a faster fclk with higher overall latency better, or is having a slower fclk but with lower overall latency better?

For example, is fclk at 1866 but with default timings of 17-19-19-39 better than setting fclk to 1800 and using timings of 16-16-16-36? Assuming that both RAM kits use the same voltage and could be adjusted.

I would go with 1866 in this case. Cas latency isn't that important relative to infinity fabric speed. Also the 1866 would be able to do 17-18-18-38 at least if it's the same kit.
