what questions can i ask to someone to see if they REALLY built it?

Ask him if it says "Dell" on the front.

No big deal here. You don't build them. You just purchase the parts, plug them together and load the software. Plug in the I/O and off you go. Build, that ain't building. You got to have a soldering iron for that!
