What program to split a DivX into 2 playable parts?

Yep, there are plenty of programs that will do it. Virtualdub is one of them.

It's not really self-explanatory, though, so you might check out vcdhelp for a guide.

Edit: Actually the guide at vcdhelp leaves out a crucial step (keyframes). Check here for a better guide to doing it with Virtualdub.
 
If you don't feel like learning Virtualdub (and who does?) get hjsplit, that'll split it however you want, then get divxfix, and that'll make the parts playable.
