Oh, i think of an idea:
i took off the clip, also remove the heatsink... Now just the fan, a 4300rpm fan.
this fan actually has 4 legs, so when it's on, the fan won't hit the ic, chip that are raised.
i have VGA silencer R3 installed on the bottom of my R9800p(because it is flipped, so it is the bottom), now i just put the intel fan on the videocard and pointing all the ram(video).
it seems the card is more stable.
