What kind of system do you need for the Skyrim texture pack?

Shouldn't be a problem. I run the Skyrim HD texture pack (not the official DLC one, but the real HD mod-community made ones) along with a bunch of other mods (Static mesh replacer etc, I'm at around 50 mods atm) on a Q9450 @ 3.6ghz 8gb ram w/a 1gb GTX 285. If you're talking about the official DLC texture pack, then definitely not an issue, it's lower res than the mod community made one.
 
My 1GB HD5850 runs out of VRAM @1920x1080, Ultra with FXAA (no AA) when using the official HD DLC. On occasion I get pauses of up to 10-15 seconds. Usually everything's OK. I just learned to ignore that - the extra eye candy really shows 🙂
 
From what I've heard and seen, you're better off finding community made texture packs than using the official DLC. The official DLC is a very minor improvement at the cost of a tremendous hit to your VRAM usage. It's not worth it compared to using a handful of mods to improve various textures and models.
