What kind of hornet is this?? (with images)

I noticed this wasp crawling around my window screen today and here it is... I couldn't figure out why it has a long tail and a long sting or whatever that it...

For the record, the one I caught is about 4cm from head to end of its tail. BTW I'm releasing it.
