to convert a tape from a digital camera in to a movie on the computer? I believe that I need a dv cable but do they make a dv to usb connector or is there a special video card (or other hardware) that I need? There was no software that the camera came with, does windows automatically convert it to a video or is there software I need to download as well?
Also, what do I need to convert vhs tapes to a computer video?

The camera is a Sharp VL-NZ100 Digital Viewcam.
There aren't any firewire ports on the computer.
The video card is an Intel 82815 (came with the Dell).

Digital camera or camcorder?

If its a digital camcorder, most digital camcorder has has firewire connection. You can just get a firewire card and then use Video editing software such as something basic as Ulead Video studio to import it in.

Your camcorder should also have AV jacks and then you can get video capture card like the ones made by Pinnacle etc.

These packages usually have the necessary softare. You can do USB only if your camcorder supports USB transfer. I know some of the newer Sony ones do.
