The most money you can expect to actually get is the $450 from the guy with 19 reviews. If it were my item I'd refuse the winning bidder based on not having any reviews and offer it to the $450 guy if I were willing to take that much.

Well, you obviously CAN use USPS to send items anywhere in the world (though they tender the package to whatever is the local postal service).
