What is wrong with this card?

Ok I have a VisionTek TI4200 64mb and it was working fine before i swapped an ICEBERQ 4 vga cooler onto it. Now evertime it reaches the windows startup screen, there are blue vertical lines on the screen. It will load up to my desktop and when I left click my desktop, the monitor would shut off.

What is wrong?? Maybe I messed it up.

If you're getting artifacts, it usually indicates inadequate cooling on the gpu (most likely, the heastink isn't on perfectly and is making poor contact with the GPU; possibly, the fan on the GPU isn't plugged in or there's too much thermal compound on the GPU - remember you want a very thin layer).

Hmm I'm sure the fan is plugged in since its spinning. So I'm going to try to remove some thermal grease, probably put too much.

Ok so I removed a bunch of thermal grease but it still isnt working. How else can the heatsink make poor contact? It is attached nice and tight. And it probably is overheating because I touched the back of the GPU and my finger got pretty hot.
