What is up with toilet seat covers being available in nearly every public bathroom on the west coast?

I use toilet paper on the seat and even lay down a solid, clog-inducing foundation before I do my work. Low risk of splashback and sitting on the whiz.

My work bathroom provides antibacterial spray.
My apartment bathroom...well I know where that's been.

Can't think of the last time I used a public restroom toilet seat.
