What is up with toilet seat covers being available in nearly every public bathroom on the west coast?

I never use them because they're a pain in the ass, no pun intended. If the toilet seat and/or bathroom is so filthy that I feel like I need a barrier, I'll go to a different stall or wait.

i feel like most restaurants have canada-dry ginger ale (not fast foods). Maybe it's just my area
