The cursor? Maybe the way their system works is it takes a screenshot of another system, and they had the cursor there... can't see why a system would work that way but who knows.

As for why it's round, it's probably because the radar's range is round. It's not picking up anything beyond that. That's my guess anyway.

Wait... do you actually think the 'rain' that the radar is picking up is real? Obviously there's an error somewhere because mother nature does not do that.
