It appeared in my neighborhood about a month ago and I had never seen it before. It looks like a camera of some sort (poorly) disguised as a cable box... last week when I was out for a walk, i noticed it was gone. There were three holes in the ground where it looks like it was staked in, but no loose cables or anything.

That would be consistent with a traffic survey. It doesn't look like the tag scanners I'm familiar with.

You probably have a USPS employee living close to that spot.
They may be on medical leave, etc. Sometimes inspectors will stake them out if there is suspicion that their claims are fraudulent. They will gather (photo/video) evidence to prove this person isn't actually disabled, for example.

They have even mounted fake pole pigs (transformers) high on poles installed by utility workers. This would be in day before wifi/4G etc.

Apparently a pin register on the POTS line isn't convicting enough. 😉

COuld be used by the USPS for watching a mailbox after reports of theft or vandalism...

Could be used by anyone.

I've worked with various police departments and most major municipalities have a relationship with the local utilities where via court ordered warrant the utility (usually power) will place a new "transformer" or something of the sort with a camera/etc on it aimed at suspected grow houses and in areas of gang HQ/activity. Usually they are actual transformers with the camera added. STEALTH.

That pedestal you show isn't very stealthy though but then again most people wouldn't notice it as being odd.

If you live in Texas it doesn't matter what this is.
For the average Texan, it is something Obama planted to control the people with death rays once Obama reveals he will be president for another 8 years come 2016.
And ISIS will be hired on as his police force.
