What is this race track in the middle of nowhere???

I've always been told there was a race track near california city. I went there once never found it. Apparently they built it and then nobody ever uses it or something.. I cant find any information on it. Its a full fledged track.

its pretty big to be a race track, could be some sort of proving grounds for a car manufacture. i do not see a large, flat, paved area for pits either.

My thoughts were that it might be some manufacturer proving ground. I see a motocross dirt track, a F1 type track with option for smaller and larger tracks. This track is modelled after some famous F1 tracks (look at the turns) , a large 5 mile oval among other interesting things.
