Look into antique USM leather tools. I'm thinking you'll find your answer.

Searching for USM Co (United Shoe Machinery Company) leather working tools finds numerous more images of this tool.
I still can't find its actual name or function, but at least it's not a stupid fish scaler.
Also, it was in the same box as a leather hole punch tool.

Your tool is definitely from the United Shoe Machinery Corporation. After a little digging, it seems that the tool in question is called a "tack puller". You can apparently still buy them.
