This is a qualiatative question, unless you mean "heat index"

I personally think Philly on a 90 degree day is hotter than a New Mexico 115 day, but people less sensitive to humidity might disagree with me.

having been to both on some of their hottest days I'd take death valley at 130+ over any southern place at 90 /w humidity over 70%...i went to st louis this summer and it was only 85 but like 80% hummidity and i was just hot and sticky and miserable. Flew back into phoenix the next day (where it was 115) and was just fine :D

I figured I better edit this. It was REALLY funny, but I am sure it would offend some people...

Never really suffered through a humid place on a super hot day but I will say that death valley at over 125F is a really miserable experience. Instant tan and my car barely made it. I had to try twice before my car would finally make it over the one hill in death valley. Had to keep turning around and letting my car cool off. I finally waited until sundown and with the heat on full blast made it.
