Yes depending on the mobo. If you have a memory divider below 1:1 you can go past 400Mhz FSb without overclocking your memory. If you don't, you will start overclocking your memory above 400Mhz on the FSB.

the memory divider is on 1:1 automatically. Depending on your mobo you could set it manually to 1:1 as well, which would be putting your memory, if you have ddr 800, on 400. I don't think theres any real pros about having your memory run faster then your cpu, or is there ? If your memory has a divider making it run slower then your cpu's fsb, then you're simply losing memory bandwith, but often a higher FSB offsets ram running a little slower in terms of processing power.

But, most ddr 800, even value ram, will overclock a little, but your e6600 that has a 9 multie, you could get to 3.6ghz without overclocking your ram the slightest bit.

If you are using the 975x chipset, your memory divider will be 5:4.

You will have some performance gain by having faster memory than the cpu, but generally 1:1 is a quick divider to be on depending on chipset. You can also usually reach the highest fsb on this divider.

I was wondering if someone could answer this question:

I finally have all the parts to build my new system:

Core 2 E6600 with stock fan
Super Talent DDR 2 667 - (2) 1GB sticks
Intel Bad Axe 2 MB
MSI RX1950 Pro
Windows XP Pro

What are the settings for that ram to run the system at stock?

It haven't built a system since my Slot 1 PIII 1 GHZ and the bios are very different now so pardon the amateurish question. And if there is a website devoted to that MB, please let me know.
