What is the deal w/ credit card PayPal transactions

I see it all the time. "Will accept non-cc PayPal". Can someone fill me in as to why sellers don't want to accept a PayPal payement from a buyer if the buyer uses a credit card to fund the transaction.

As a sometimes seller (as well as a buyer), I feel the need to find this out.

Do tell...
 

Because they get charged a fee by PayPal, and you MUST have a Premier Account to accept CCs, which costs $$.

A) chargebacks due to fraud, they freeze the amount of the chargeback plus $10

B) cc fees that paypal passes on to the seller

Because the seller gets hit with a fee when accepting credit card payments.

So when paying someone for an item and they say "non-cc PayPal only", then the only solution if a PayPal account is depleted is to fund it with an associated checking account (which can take 3-4 days) or send a m.o.. Correct?

What if the buyer were to offer a little more than the agreed upon price to cover the fee?

To accept credit card payments through paypal, you need a premier account. When you upgrade to Premier, you get charged a fee on EVERY transaction, not just credit cards.
