What is the best manufacturer of ATI cards?

I'd prefer that they have somewhere in america where they send DOA or defective cards to so that I don't have to ship it to Taiwan or somewhere else. I'm looking at getting a X1900XT and I want to pick the best brand from this criteria. And don't tell me to just get the cheapest because I don't want the cheapest, I want a brand that offers the best of this criteria.
