what is the best CD->MP3 software?

You are going to get two responses to this question:

(1) Exact Audio Copy (EAC) + LAME
(2) CDex

EAC + lame --alt-preset standard -Z

these days, i've skipped lame and opt for mppenc.exe (mpc) -quality 7.

Though it's also lossy, it's far better than mp3 and -q7 is good for transcoding into lame -aps.

I use CDex and Ephpod to rip MP3s and manage my iPod. Freeware rules!

FYI I use DBPowerAMP (freeware) for this task, works a treat.
