What is the best automatic video optimization software?

I'm looking for an automatic software that can analyze my video files and adjust on its own to the best quality possible. This can be retail or freeware software. Anyone know? Your help will be greatly appreciated. Thanks in advance.

Uh, what? MPEG4 is bit-rate adaptive, but then i have no clue what youre asking. If you have videos that have been lossy compressed you cant recover what was discarded. So the adaptive quality has a limit that is imposed the quality of the original.
