Planning on upgrading from my old samsung 15" syncmaster150N. Would like to know the BEST gaming and movie view monitor at 20". Money is not an issue. I'm willing to spend up to $320 for a very good 20" monitor that I can use for possibly the next 10 years.

Also it would be a bonus if the monitor goes easy on the eyes. I have bad vision so I don't want to make it any worse lol.

I doubt you'll get a monitor that won't dim long before the 10 year mark. Maybe if you wait for LED backlighting...

Dell Ultrasharp would be my pick for a 4:3, since I  my 2005FP.

what's the difference between the two? which one is better?

4:3 is normal TV aspect ratio and 16:9 (it is actually 16:10 for computer monitors)

is widescreen

The norm today seems to be widescreen. 16:9 for TV's, and 16:10 for monitors. So I would highly recommend widescreen, especially for gaming.

I have seen tons of monitors. I have the NEC 20WGX2 which is a gamer monitor. That means the screen is a bit more glossy than normal. That model gives you bright colors, lots of light (450 cd/m2) and good performance in fast games. Even though bigger monitors are falling in price I havent seen a monitor that I want more than this NEC. Of all hardware purchases thru the times, this is my best piece of hardware by far, love it.
