What is the "^" and "|" called?

is it just an up arrow? since it's not exactly an arrow....
and what do you call "|"?

And I'm assuming these are just called greater than ">" and less than "<" signs

I'd like to be able to dictate the following to somebody:

less than sign, up arrow?, greater than sign, colon, "|", less than sign, up arrow, and greater than sign

🙂

crap, if you hit the reply button of the quick reply box on accident, it creates a blank post

oh well

Maybe I'm wrong.
You say "carat" like it's spelled.

Better you say it here than at a corporate manager's meeting. 😛
