What is the +5VSB Rail for???

It's 5V Standby. It's what allows your computer to power up from a momentary switch and allows for things like wake-on-LAN / wake-on-ring.
. It's live all the time unless you unplug from the AC or cut the power switch on the back of your PSU (if it has one). Should offer up to 2A of current. Has a +/-10% spec.
