What is that little gadget on top of soliders helmets?

Is it night vision or something else? Looks pretty cool, does every solider get one or do you have to be special forces?

Its the bracket that you connect the night vision monocle to. During the day you detatch the actual NOD, which is nice because they're quite heavy and clumsy to have stuck to the top of your head. The bracket then folds up out of the way, otherwise it would he hanging out over your face.

In that deployment (attached to the helmet) its typically used by ground troops such as Infantry and even special ops, etc. Although most units are given that when deployed little have a need for such use, other than these guys who need to be light and mobile...
