I always call it an "enya" sign, but there must be a word for it.

' = Apostraphe
~ = ?!?

EDIT:

~ = Tilde

A manager from one of our international offices (Hong Kong) thought it was called "Tail" because it looks like a tail rofl.

about tilde: its odd because normally, tidle refers to a mark above a letter, as in spanish and portuguese. more recently it became accepted in mathematics in order to help distinguish between different variables of similar types (or so im told. im more of a word buff than a number twiddler)
im not so sure when it became something that hangs out alone by itself but would be interested in anyone who did know. i seem to remember seeing it used a lot in high school science as part of a "approximation" symbol much like over the bottom half of an equal sign. i could be remembering that wrong.
perhaps there is a different word for the stand-alone tilde that we have here: ~

Yeah, some people call them different stuff, at school I used to get taught "speech marks" then I kind of got used to the term inverted commas, as wrong as it may be.

But we can both agree that " is certainly not apostrophe.

The ~ key is the one that many games (Quake series, Unreal series, many more) use to open the console in which you can type commands/change settings other than what exists in menus, usually.
