If its budget, and the 4750g is in play, he can do massively better than it in any number of ways and still have money left over. Assuming a price of $350, which is actually less than the first ten listings for the chip that I saw, and assuming that the RAM and motherboard are kept constant, he can get a 2700x from $180-$215 between amazon and ebay. That leaves him between $170 and $135 to spend on a video card. USed RX 580s are available for about $100 on Ebay, new ones can be had for around $170-180. Rx590s are barely $10 more. If power is an issue, the same performance is available in the RX 5500XT for the same price.
Why did I choose the 2700x? Because, in benchmarks, it's broadly similar to the 4750g. IF he just wants to game, the 3600/x is a better buy.
